This sounds interesting, but I'll not go into the link for it is a video and it jams my connection.
However, I think Mexico would be happier if he helps more on other poverty means rather than giving free laptops. If you are really poor and don't have electricity, what's a laptop for?
Oh, perhaps, he is trying to teach them how to do business by selling off their laptops, as an early encouragement?
