Two heads are better than one: or: decideldy undecided

You'll see the hat there but the two heads are linked and there is more than one of them.
From the superior position a head sticks its nose in enquiringly and the reverse is true from the inferior position below, both are curious.
But the feature, not the side effects, of this piece is the two heads (blue) slung together by a band, one right , one left peering in.
Two heads are generally better than one, as the saying goes: but isn't it also true that considering things with two heads rather than one can leave things decidedly undecided.
It will be interesting to see what you think.
