Jim Brown

Republican Senator and U.S. presidential candidate Sam Brownback is touting a new piece of legislation he believes will help strengthen America’s families. He and Nebraska Representative Lee Terry have introduced the Parents’ Tax Relief Act, a bill that would extend the Dependent Care Tax Credit to stay-at-home parents of children age six and under, make the Child Tax Credit permanent, and eliminate the marriage penalty tax.

Brownback feels the newly proposed measure is an important step towards rebuilding family structure. "To me, the family is fundamental blocking and tackling," the lawmaker explains. "You’ve got to get this right. Payton Manning can’t throw many passes if he doesn’t have a line in front of him.

"This is fundamental blocking and tacking," Brownback emphasizes. "If you don’t have a good family structure you’re going to have difficulty on down the line," he says, adding, "This bill, these tax incentives, send the message that we’re serious about supporting the family and doing it in the tax code."

The Parents’ Tax Relief Act "says yes to families and that families are important," the Kansas conservative contends. "We’ve got to rebuild the family structure in this country," he says. "We’ve got to reward the family structure in this country, and we’ve got to say this is important and it’s worth us investing in."

One of the lead issues America faces "is the demise of the family structure," Brownback asserts. He is convinced the legislation he and Congressman Terry have introduced will address that problem ; among other things, the bill would increase the personal child tax exemption and create a standard home-office tax deduction for parents who want to stay home with their children and contribute to household income by operating a home business.

A number of pro-family groups are supporting the Parents’ Tax Relief Act, including the Family Research Council, Focus on the Family, American Values, and the American Association of Christian Schools. Also, among those joining Brownback and Terry at a Capitol Hill press conference to announce the bill was Dr. Allan Carlson, general secretariat of the World Congress of Families.

Dr. Carlson calls the bill introduced by lawmakers Brownback and Terry "the most important piece of pro-family legislation to be crafted in several decades."
