Power hungry idiots, how about turning a blind eye or the other cheek, surely if the gates are open and he keeps wandering in that is not the fault of those to whom he's become so attached, it's not as if there is going to be one in everyone's back yard.
I do hope the neighbour escapes and they close the gates on him as soon as he's gone.
With a bit of luck the local dogs will eat him.
