Multi Cancer Kiss-Off?
According to a review of several studies, Allium veggies may have the power to inhibit a whole host of different cancers, including colon, stomach, prostate, and possibly breast, to name a few. The protective mechanism is not entirely clear, but the veggies' high flavonoid and allyl sulfide content may have something to do with it. These compounds could neutralize the effects of carcinogens and help inhibit tumor growth.

Tens of thousands of merchants and small business owners have received letters from the country's largest payment processor, advising them they will be automatically enrolled in the new Visa debit program unless they take action to opt out.

Small business leaders are outraged and liken the tactic to negative optioning, saying it is one of several complaints they are hearing about the way the new Visa product is being introduced into Canada's $168 billion debit market.

"These seem like incredibly murky and unfair business practises," said Dan Kelly, vice-president of the Canadian Federation of Independent Business.

Kelly was referring to a letter some of his members received from Moneris Solutions, advising them that the new microchip-enabled payment terminals they had installed were also equipped to handle Visa debit. Merchants are asked to call or go online if they want to decline the new Visa service.

The move by the two global credit card giants, Visa and MasterCard, into Canada's debit business has been controversial, with merchants and other business owners concerned it will boost the cost of accepting those cards.

Merchants now pay a flat fee of 6 cents per transaction on average to process debit cards issued by the national non-profit Interac Association. Moneris plans to charge merchants 0.25 per cent of the value of the transaction plus 15 cents for Visa debit. MasterCard says it will charge less than Interac. But merchants fear all fees will rise once the foreign card giants gain control of the market.

As pressure on Ottawa mounts to introduce a voluntary code of conduct governing Visa and MasterCard's entry into debit, the two credit card companies are moving to push their products. There are about 2.5 million MasterCard "Maestro" debit cards already issued to Bank of Montreal's customers, while Visa has started rolling out its debit network as part of the move to new microchip-enabled card readers.

"Please visit moneris.com/visadebit if you would like to exclude domestic Visa Debit as a payment option for your face-to-face transactions," says the letter. It also offers the option of calling.

Even if the merchant opts out, the letter also says Visa debit transactions that are "contactless" or "card not present" will go through the debit network. Contactless refers to a new kind of card that doesn't require a PIN or signature and is designed for small payments under $50, such as coffee shop transactions. Card not present refers mainly to online shopping.

Moneris says it has no choice but to offer its merchant customers the option of opting out, since the way Visa designed the network, both Visa's credit and debit products are bundled together.

"Some people could interpret that as negative optioning. We've been mandated by Visa to have this product on the marketplace and have our terminals enabled," Senior VP Sales and Marketing David Ades said in a phone interview Wednesday.

Less than 1 per cent of the "tens of thousands" of merchants who received the letter have called or gone online to decline the Visa debit offering, added Fern Glowinsky, Moneris' general counsel.

Moneris said there is a small cost involved in disabling the feature, but it is not charging merchants for the service. Some retailers have complained to the Star they are being charged as much as $10,000 to have Visa debit disabled on their card machines, but Ades said Moneris is not charging such fees.

Visa Canada confirmed the new terminals are equipped to handle Visa debit, but they want merchants to have the choice whether to accept it or not.

Visa denied merchants are given a "negative option" when automatically enrolled in the service unless they indicate otherwise; they can always decline the debit card at the point of sale, said Mike Bradley, head of products at Visa Canada
